FLARE GAS RECOVERY PROJECT

CITGO’s Lake Charles will install facilities to minimize or eliminate emissions to meet the NSR Consent Decree that requires that no owner or operator shall burn fuel gas containing hydrogen sulfide (H2S) in excess of 230 mg/dscm or approximately 162 ppmv in any fuel gas combustion device used as emergency control device for quick and safe release of gases. Additionally, the NSR Consent Decree requires that any Coker II blowdown gases currently sent to the flare be fully recovered.

Tecnoconsult is contributing with a Engineering Joint Team to developed activities of the FEED of this project. The project’s scope is to install three (3) new Liquid Ring Compressor Systems; each system includes a Liquid Ring Compressor, three phase separator and Cooler (water circulation) heat exchanger. Additionally one (1) seal liquid system conditioner to provide water for the compressors seal system is installed; the system includes two hairpin heat exchangers and two centrifugal pumps (FGR System is provided by a vendor as SKID PACKAGE).

CCRL REFINERY EXPANSION PROJECT – SECTION V

Consumers Co-operative Refineries Limited “CCRL” Refinery in Regina, Saskatchewan, Canada will undergo the fifth phase of expansion to the Refinery Complex to achieve full conversion of the existing facilities gas oil streams from the Complex and will enable processing of additional purchased Synthetic Sweet Blend (SSB) Syncrude oil produced in Alberta. This expansion will include a new grass roots FCC Conversion Complex and associated Offsites.

The processing scheme includes prefractionation of the Syncrude to recover naphtha and distillate for further downstream processing and a heavy gas oil product which is used for FCC charge stock. The prefractionated gas oil is supplemented with hydrotreated gas oil from the existing refinery to provide the total feedstock for the FCCU.
