NOx REDUCTION PHASE I PROJECT
CITGO negotiated and signed a New Source Review (NSR) Consent Decree with the United States Environmental Protection Agency (EPA), Department of Justice (DOJ) and various states including Louisiana which required a significant reduction in NOx emissions from heaters and boilers at various CITGO refineries. only the reduction of NOx emissions from the high pressure (HP) steam boilers, B-1, B-1A and B-1B at LCMC
The Project involved the detail engineering to install facilities to reduce the NOx emissions at the high pressure Steam Boilers B1, B1A and B1B located at the Power House Unit in Lake Charles Refinery. Facilities included a new Flue Gas Recirculation Fan, a new larger motor and rotor for the induced draft, ten new ultra low NOX burners a new BMS and CEMS.
